“This” verses “Next”…

The debate continues. If I am going to be somewhere or if I will see you on a day or week in the future, how do we ever know if its “this coming… day/week/month etc” or is it “next day/week/month etc”???
Lets says its Sunday now…. I say I am going to be in Portland THIS Friday… is that 3 days from now, or 10 days from now… is it more correct to say I will be there NEXT Friday?
I understand the “week after next” concept, but if its Sunday, and I say I will be there the the week after next, is that 14 plus days from now… (this also leads to when weeks begin, is it Sunday or Monday which monkey wrenches the whole thing up).
Personally, if it is Sunday, I would say I will be there “THIS” Friday, but it technically is also correct to say I will be there “NEXT” Friday as it IS the absolute NEXT Friday to arrive from today. The problem is the repetitive days in a week in a month.
The debate continues. I am starting to just use dates… it is Sunday the 13th, I will be in Portland the 21st of THIS month… oh god, will that be a problem? We are in this month, so….
